there is a sea sparrow near the neon lit gas station on the main island somewhere near the mall... at least on PS2. you have to jump the stairs of the gas station with a bike to get to it though.

go to the airport and go to left of the enterance and it will be in a corner all the way to left of the entrane to where the airport stattion is okay

You get to use the Sea Sparrow during "The Colonel's Coke" but you can't save it as it disappears once the mission is complete. But at least you can get this wicked helicopter in some way...
