Pokemon Naranja - Getting Surf

My game has this weird glitch that when I reach that valley, my character will turn into Ash (I'm playing as Misty) and the game will freeze if I go back to Valencia and turn back into Misty if I go to the forest in the valley (which I then can't leave)...

I think you have to go to the poke center in Tangel Isla and talk to the boy near nurse Joy THEN talk to Tracey I think that's his name the dude that didn't let you in the Pokemon Recovery center without permission then use surf on the water where the boat is...

Well if you can leave the beach without getting the textbox, you leave the island on the west shore, and travel southwest from there. You should eventually find a forest, and at that point, the rest should reveal itself.

Go back to the location of, well, the one in this video, and begin to travel north from there, surf north from the shore, and you'll know you're going the right way if you find a very industrial island.

Did you talk to the guy at the counter and then to Tracey, in that exact order? If it's not working after that, it's probably a glitch.

Hey, I need help. I got surf, and it's telling me to find Prof Oak and go to Pallet town. How do I do that? I have no idea where he is.

In order to advance on, you need not find Professor Oak, but instead talk to the boy inside the Tangelo pokemon center, and then to Tracey right after, so that you can take the Orange Crew challenge.

I throught that Lapras only can learn Surf via HM and not LVL UP.
