Rock Band does holds SOME rights. They may use the music in a very specific way, according to the contract. They get to use the music in their game and possibly in promotion material (variable per track). It would seem that right does not include videos from YouTube users.

Rock Band never had the right to allow or disallow the music on YouTube. It's like how when you buy a CD you get rights to the music -- but your friends don't get rights to the music unless THEY acquire them.

Rock Band is kind of like you buying the CD. You pay money, and you get the music. They paid money, and they got the ability to do something with the music.

The YouTube users are like your friends. Just because Rock Band (you) got rights doesn't let you entitle them to anything. So even if the Rock Band developers/lawyers/WHATEVER come on YouTube and say "Do whatever you want with the music", that card was never in their hand to begin with.
