Wow! A form of controlled life without destroying infrastructure? In the mid 90s , our govt. began teaching the mexican govt. how to get rid of the mayan people in another simpler way & suggested as a way to save their gunpowders! They used food and medical supplies in a centralized position amongst surrounding villages that were starving.
