Additionally, there has existed for many years a culture of flagrant lawlessness - when the State and the City told them to leave, many (who had literally gotten away with murder since Morial) simply decided to "do whatcha wanna."
Sometimes I wonder why out of all places, this happened in New Orleans - where I have lived my entire life. After long introspection and examination, I have decided that it could ONLY happen in New Orleans, where the gumbo of incompetence, corruption, and decades of lowered standards in education and law enforcement combine with natural forces to create the perfect storm.
