This is wrong concengtricity. He is using the id as reference and checking id with a dial indicator. He is confusing with the runout and still its a wrong practice.
The diameter of the locating pin got `clearance' and the relative sagging of the part hanging on the pin while rotated manually cannot establish concentric movement. A micron (mm) reading micrometer is too accurate for a `less accurate' set up like this...! Parts like COUPLINGS used in Plumbing (as seen here) are not checked in microns at all..! And these `set ups' are done only in an obsolete way-side-workshop today...!
This is incorrect, that is the runout not the concentricity. You need 2 dial indicators to pickup deviation from median points which defines concentricity.
