I have stopped before many times over the years and put my flashers on and hood up while calling animal control (never thought to call a news station to get faster action.) This at least slows cars down and keeps the animal from being hit. Unfortunately trying to capture the dog usually makes it run back into traffic if it is frightened, but an open car door sometimes works.
