Look Katie the Surge didn't work because it didn't bring an end to the Iraqi war, and we can't waste huge amounts of money on dumb surges in Iraq when we have limited resources and the real war on Terror is in Afghanistan. That is what Obama answered!

Couric, he's saying of course a surge was going to work. At an extreme, putting our entire army in Iraq would have reduced violence even more.

The point is that should not have been our FIRST option. There were other strategies, i.e. pressing Iraq to take more responsibility and spend their own money, that could have ALSO worked that should have been explored FIRST, allowing us to use surge troops and dollars toward other equally pressing issues.
