The answer is relatively simple. You can only hookshot the statue's breasts. Why? The statue is wearing something that can be grappled. The development team really does think of everything, huh?

Agreed on this one. One of the greatest pleasures of the zelda series is getting an item and spending the rest of the game discovering new ways to use it, OoT completely nailed the hookshot while Spinnign arrows and red spots gave everything away on the GCN.
