This is indeed the 3rd version of Hazard, which was made for European airplay. It's no chapter 3, it's cut together from chapter 1 and 2 + some Richard shots. I think it was some sort of censorship to avoid showing some violent scenes that were present in previous cuts. I really hope that a full version will show up from this video as well.
