Congress creates laws. The Supreme Court makes all decisions on the actual legality of any law. Congress doesn't have a say in Roe v. Wade. And who appoints those judges?
The President.
So McCain can overturn Roe v. Wade by appointing judges that he knows will do so. Congress won't have a thing to say about it.

Now Hillary is willing to break rules to win. This is your cannidate. Hillary won texas. There was some tomfoolery here attributed to her camp, I don't think that's why she won texas I think the demographics were more in her favor but still...get your facts straight. I tried to caucus in Texas and Hillary's delegates were posted up at the site till there was no more room.
