@aleu650 When RR track was hand laid, a layer of ballast was put down before ties were laid. With modern mechanized equipment, including equipment that can lift a track and place ballast underneath it, it is easer and cheaper to put down track first.
why not put the ballast first ?

@aleu650 The ground has to be level and packed down. The ballast you see around the ties and rails is loose so that water and snow can drain easily.

@mafarnz ... Now I understand, they throw the ballast at last, then "Plasser & Theurer" is responsible for refining and straightened the details
