The person who made the 思い出は億千万 flash video was different from the person who wrote the lyrics (and a different person arranged the melody, the Dr Wily stage music) so it's open to interpretation.

If you going by the title & lyrics though, it's about someone looking back on his life and thinking about things from his childhood (references to Ultra Seven, repetition of the word "okusenman", melody from Rockman 2 all reflect this idea). To me, it's a song about revisiting one's youth.
