I wouldn't claim to know much about the origins of the Welsh wearing kilts so can't comment on that one way or another. However, I should think it unlikely that it has been to simply distinguish themselves from the english..after all, the Welsh have kept their language, widely spoken, and what could be more distinguishing than that! whereas the scots have ,sadly, lost theirs.
The welsh kilt was invented in the mid 20th century to distinguish themselves from the english, the same for cornwall (I dont know why you want to dress up like a scot to do that).
however, the welsh never wore kilts historically, its a very recent invention.
The scots have been wearing kilts since the early 16th century, which is hundreds of years ahead of the celts. The celts never wore kilts.
Actually the celts dont wear, kilts, the kilt was developed in the 16th century in the scottish highlanders and was only worn by the scottish gaels (long after the time of the celts).
The celts were widely documented as wearing trousers.
Its Caergwrle, Wales, the 5th annual commemoration of the taking of Caergwrle by Owain Glyndwrs forces, you can quite clearly see the Welsh Dragon, Glyndwr flag and St Davids flag.
