They're drawn in the 70's style. As Revolutionary Girl Utena was inspired by the 70's manga and anime Rose of Versailles, that's where it comes from. It might be simple, but it's classic. And as an anime artist (which I am as well) you should learn to appreciate it. It's a style I wasn't too fond of at first, but now I adore it BECAUSE of its simplicity and easy lines. Not all anime is big eyes, big breasts, or lots of detail
