However this one particular character isn't for an anime, but she is actually an avatar for a voice rendering software called Vocaloid. :)

Actually, there were several series before her that also had anime-esque avatars, like Kaito and Meiko, but when they took on Miku they tried to go in a different direction -- appealing to the large anime/manga fanbase in Japan through her design. Coloured hair, long pigtails, shoulder-to-wrist sleeves, school-girl-esque outfit base, head phones and high stockings.

As for why she's so popular, to those confused, she's a marketable avatar. Anyone with a basic knowledge of business will tell you that's important. Look at mario and nintendo. The program was created in order to inspire artists to create art, write songs, make videos and grow closer as a community. It may not seem important to us, but in Japan, where creativity is often shunned or ignored, it is a big deal.
