Long story short, Congo was involved in Rwandan conflict at the beginning then opted out of it after heavy casualties we caused in their ranks. At the end of genocide in 1994, France advised its ally ( genocide gov. ) to retreat to Congo with a huge Rwandan population, to serve as negociations tool

@intrepeco I want really to help you understand Congo issue seriously, if you allow me so. Congo was US pariah for the last half century, as a transit and main supply road to Jonas Savimbi of Angola. Long story short, Congo was involved in Rwandan conflict at the beginning then opted out of it after heavy casualties we caused in their ranks. How can you save people in Rwanda without taking over entire country? Hutu and Tutsi folks live together in every inch of Rwanda. There’s no territory for Hutu or Tutsi. That is in other African countries, except Rwanda. The only way to save Tutsi or Hutu in Rwanda was to capture any given territory and restore peace, which is what RPF did.

Second, in Museveni army there was no any Tutsi who originated from Kagera. Third if the war was based on tribal nature of Ugandan society- Museveni would not have won - the majority in Uganda are Baganda - museveni comes from Banyankore who are not the majority by any means.
