thats regulations. Moreover they tend to put of the helmets on hillclimbs a lot. And believe me ive been in a lot of european countries. This dutch reporter went to NYC for the Holland - New York 400 event, and wasnt allowed to take place in a biking tour because she didnt have helmet. Thats what i call gay.
