Never seen it first-hand, but I can see how it might work. A sleeper hold isn't meant to choke somebody, it applies pressure to a specific nerve to cut from the brain for just a split second, hence the "sleeping" effect. I suppose this would be the same, although in a much more concise abrupt form.
