The best we can do for these countries is quit consuming so much of everything. We consumers drive the market-ignorant of the cheap wealth we buy and give profit to the large corporations off the backs of slaves in these countries.
These people if left alone in their indigenous environment would be self sustaining and independant. The problems start when big companies come in to take resources with our support (by comsuming too many goods).

Haiti and Jamaica also have big aluminum mines. People stay poor and become more impoverished in a resource economy. Bad housing and cramped conditions mean that other natural disasters take more lives and cause more damage.
