@Rimm76294 It's mentioned on the official website that the Army are the only branch who still use the DMR as opposed to the battle rifle. Also, Bungie concept artist Isaac Hannaford has outright stated that his designs were for Army troopers.

About the dialogue; it would depend on where you heard it; the soldiers you meet in the warehouse in the last level ("Lone Wolf" doesn't really count) are actually UNSC marines. And don't forget that the ODSTs are technically marines as well.
