Well, not really. Tornado's can be comprised of pretty much anything picked up off the ground by the force of the moving air, so they COULD happen. This being said, it would be very hard for one to form over ice in the first place, due to the cold air at the bottom.

Actually, It's called a firestorm. What happens is the fire gets either so large, so hot, or both that is sucks the air around it towards itself. This uses all the oxygen in the air and shoots the rest out, causing a "tornado".

There is such thing as a Fire Tornado. They are VERY RARE. But they do happen they don't have to be in a big forest fire. An example is that a tornado picks up a gas tankers and it explodes inside the tornado lighting the debris inside the tornado on fire.
