I am really amazed at what your telling me. Polling places are littered with people passing around handouts endorsing candidates. I have been voting for many years and I never remember no one being there with handouts. Police usually come back and forth and never say anything to them. There has been much discussion about what goes on at polling places in Philly. This hasn't been one of the issues. I'm thinking maybe it is not law here.

Whether or not these people represent the candidate on a personal basis is yet to be known, but they are certainly there pushing for them. If this is a law as you say it has been ignored for a very long time.
Laws differ from state to state on the details but no signage or campaigning (groups or individuals with candidate endorsements) within usually 100ft+ of a polling place. These gentlemen were pretty much blocking the entrance and at a minimum pushing the limits of the law, infact breaking the spirit of the law.
If you are receiving handouts at the polling place endorsing candidates that is breaking the law. We all speed down the highways, some laws are easier to break than others.
