check out "What are We Doing here" as it deals with the effects of international aid to Africa. We need to give them the responsibility to help themselves rather than relying on others. That being said, we have the resources and responsibility to ASSIST them when we can.
The underlying problem though is the population crisis. There are just too many people for the planet to support. Any improvements in water supply will eventually be overwhelmed by population growth. Birth control will have more long-term benefit than water management.

If it tastes salty, then it hasn't been desalinated, has it? I agree that the salt disposal might be a problem, on the other hand, we could stop mining salt and start using that same extracted seasalt since it seems to sell at a premium.
