There's nothing like a REAL new potato. In Vermont we usually plant around Memorial Day and I can't wait to taste the first new ones on or about the fourth of July. Nothing like a meal of fresh peas, new potatoes and salt pork cooked together and served with cream and butter :-)
You need to let the potato vine die back some. it takes 100 to 120 days to grow potatoes. Those potatoes needed to grow 45 to 60 days longer. The plants look good.

As above, you harvested to early, and by the looks of it, you have manure in your soil, spuds dont like manure unless its really really well rotted.

your potatoes would be bigger if you left them untill the tops go orange and fall over.
