While I can see using El Al as a model in some circumstances, I'm dubious over some of its techniques, such as profiling young Arab men. The problem is that terror groups just use older or younger men or women to do the work. Plus, I'm generally cautious about infringing on privacy for security purposes.

Actually you could not be more wrong. There are several none religious books from men who where alive in at that time that mention Jesus.
The Jewish historian Flavius Josephus mentions him twice. He was not a believer.
Other ancient writers who mention Christ are Cornelius Tacitus (AD 55-120), Gaius Suetonius Tranquillas (secretary to Emperor Hadrian (AD 117-138), and Pliny the Younger who was a Roman author and administrator.

None of those writers were alive in the supposed time of Jesus. Further, Suetonius, Tacitus never mention "Jesus" but "Christus, or possibly the proper name "Chrestus". Suetonius' mention is odd since it implies Christ as being IN rome. Pliny only mentions christians who follow "the anointed one" and has no clue as to what to do with them. Josephus mentions at least a dozen "Jesuses" and his writing was interpolated. Josephus also says Vespasian was a "Christ".
