Watching videos like this makes me glad I had a C64. The C64 version wasn't exactly arcade perfect, but it blows this version out of the water on color alone. I've read that the Atari 8-Bit systems had a much wider range of colors than the C64, but almost every game I've seen has had LESS colors on the Atari 8-Bits.
The first Atari 8-bit machines did have some pretty sophisticated graphics hardware for 1978. A much larger 256 color palette, more possible modes, and some sprite-like effects roughly comparable to the C64's. Unfortunately in most resolution modes it could only display 4 colors. Some later chip revisions added some modes, and programmers eventually came up with clever workarounds to do even more, but the earlier games like this one did have a pretty limited set of colors.
I was looking at the Space Harrier project that's being done for the Atari 8-bit line. The size of the graphics and the animation are miles ahead of the C64 version, but the color kind of sucks. It's more colorful than this, but everything seems to have a sort of greenish/yellow tint to it.
The sprite capabilties of the Atari is WAY inferior to the C64. Most graphics modes were pretty useless.
When the Atari hit the market in 1978, it was WAY ahead of anything else. The same goes for the C64 when it hit the market in 1982 (not quite as superior for it's time though )
The original Zaxxon on Atari XL/XE was better than this! The colours and playability on Super Zaxxon suck!

The C64 was better in most respects.... except..
