There's an easy way to do it with any video editing software that has chromakey feature (and even easier with keyframes). Simply do the animation of colored cardboards (moving red shapes on green background etc) - or MS paint, Gimp etc if that's your bag - and replace each color with a picture (example: Unlit candles for green and lit for red). With hour of planning the shapes can be perfected so the animation can be fitted with the candles (not leaving one side of candle lit and other unlit

@SlyEcho If you think creating animation by writing out code line by line is easier than the method I presented, then I will gladly take your bet. And the reason for the circles is that in the real shot of lit candles, the areas between candles actually look slightly different. The candlelight affects them, so a grid would reveal the difference and be slightly noticeable. Circular mattes in the exact shape of the candles make it seamless.

Great video. To do the circles you could possibly position cylinders in 3d space intersecting a plane in the manner of the photo, from the same perspective, and output a b/w image based on the closest points on surface of that plane to cylinders to control which are lit. Then have a script that changes which cylinders are calculated in the surface distance based on an animated image sequence or whatever.
