You are wrong, Giovanni left the Team Rocket 'cause he lost to Red three years ago and Silver was his son, later after Silver saw his father leaving him, he said that he will be not weak as Giovanni, as Team Rocket, that's why Silver hates Team Rocket.

i hate the fact that the rival's kadabra is already evolved at level 43 and my kadabra is at level 56 and hasn't evolved yet :/

It's because Kadabra only evolves if traded so.. he could have just traded an Kadabra for an Kadabra OR... He traded his Kadabra and then traded back OR... Action Replay.

It should be in Victory Road somewhere. Fly to the Indigo Plateau then go down to Victory Road. When inside Victory Road go left and there should be a hole in the ground. Fall through the hole and Earthquake TM should be right there.
