I call this activity 'Bum Steer' because that it's exactly what it is to a group to whom it is presented. I've used it a lot with my groups. But, may I suggest that the best way I have found success is in the framing - be sure to say more than "just take as much as you need" because the immediate question one may ask is "need for what?" Tell 'em that you've run out of toilet paper, and in the interests of fairness, you want everyone to take what they need now so that they'll have what they need.
