Are you talking about the 3 strikes laws? That is in place to deter criminals from committing crimes again. They know that if they commit another crime after the first 2 strikes that they will be going away for a long time. Although some of are criminal justice laws are tough by others standards. It may be more likely to get shot here, but less likely you'll be pick-pocketed. Europe is stereotyped here as having lots of pickpockets i.e. those small 3rd strike crimes.
