yes indeed, Technos Japan, the same that makes Double Dragon, that's why your hear a theme for the twins in this game, it's the one from Double Dragon, they actually have the same moves

Just before fighting the last boss your characters come across twins who do the roundhouse kick and the double dragon theme runs in the background. It's not just a coincidence! I can't remember for certain, but i think their names appear as Billy and Jimmy too...
