The Philippines had a lot of trade with Spanish colonies especially Mexico so there are a lot of cultural similarities. Also the first European colonist to the Islands came from Mexico. But all under Spanish rule.
Umm... actually the three men in Philippines' (if there is going to be a Filipino Hetalia character) life are Spain, the US and Japan with just a little influence by England. Mexico has no involvement in Philippine history... I know of course because I'm a Filipino.

Most of the governor-generals in the Philippines were from Mexico save for Legazpi. :) And yeah, England did have little influence in the Philippines.

What about Japan? Japan also had an influence on the Philippines. And besides, there's no announcement yet of a Filipino or Mexican charater in the Hetalia canon.

firstly, Spanish as was spoken in the Philippines had a greater affinity to Mexican Spanish rather than that of European Spanish (wiki).
also a great number of Spanish loan words that exist in the various Filipino languages, a few are actually of Nahuatl origin that were first incorporated into Mexican Spanish and do not have origins in European Spanish. (wiki)
