Wow, I've never heard of a TV license. In the US we just pay for the TV when we buy it and then for the cable or satellite subscription. I guess different governments have different ways of taxing people.

the purpose of the TV Licence is for the public broadcaster to generate some funds. and you can no longer buy a TV in South Africa without a TV Licence, you have to get a TV licence and then you can own a TV set.
The best/worst about this is that the situation in SA seems to be so crazy that people actually believe that there are so incompetent civil servants and the like. That there are real cases like this one actually is where normal people have to battle the insanity.
SABC is like BBC, eh, licensing fees? In the UK, the BBC have trucks with radioactive waves which look for people who are watching free tv and them come and arrest them,that's ridicoulous
