Actually, that's the exact OPPOSITE of what he was doing. Yoshimitsu is a "Robin-hood" of sorts, stealing money from the rich Daimyos and then giving it all to the poor. He didn't throw money in the streets to hinder the guards, and he certainly didn't need to let it all fall out when it was flying either if he wanted to escape. He's just a really nice guy.
