Yes, Transform copies your stats, including catch rate, but does not copy your HP and all moves will have 5 PP.

Fun Fact: When the Earthbound guys went over to gamefreak they kept some of their concept art of guygas and thought it would serve as a really cool pokemon. That's where Mewtwo's sprite came from.
