It seems the spontanouesness and free-dancing and playing appears fearsome to many people, including the police. Most people that are negative about second lines don't understand the tradition and have never actually been in a second line.
It is a shame that one of the few American cities that does have a lot of cultural tradition does not protect and cherish it, but on the contrary, it fights it.
Penn, The police were escorting the parade, not breaking it up. Now after Katrina there was a real controversy because the city started charging A LOT more for this service. I am not really sure how it was settled but I think a compromise was reached because I have not heard more on the subject.
