You can stretch the safari by the bottom right corner. There is an icon and just drag it across to make it bigger and there you go.

To make Safari full screen at the very top of the page there are arrows that you press to make it full screen. I think because i just bought my MacBook Air like 3 hours ago and I have OS X Lion.
