The first time I watched The Wire, this scene made my brain do several double-takes. Was he being a smart-ass or dumb-ass. By this time in the series Herc had established his credentials as less than the sharpest knife in the drawer. As a result, I just couldn't decide if he was jerking the kid's chain or really being a dumb-ass. Watching the clip out of that context, it seems like Herc knows what he's doing, and being a smart-ass is the one thing he's competent at.
