Well it Tony is the boss, so it makes since that the other Avengers would focus on what he's saying since it deals with their 'jobs" This is like someone privatized the police force or army, you know have someone like tony a business person looking at the economics of what they do and try to find the cheapest way to do it, and Carrol who brings up the fact that they should be out saving lives and not focus on business cost.
