You cannot "manage" risk that is so gratuitously and foolishly entered into, by our Anglo-American (British and American) political and business community leadership. I speak of the expensive, unnecessary, and long lasting War in Iraq. We are making the same mistake now, with Obama, in Afghanistan and Pakistan. Remember the Peter, Paul & Mary song? "When will they ever learn?" Most people understand that wars are expensive. Competent politicians might have conserved these squandered resources.
