Is it just the fake kick where u push hk then hk again or whatever?

as phil says at the end of the video its a kara uppercut. he presses forward lk, but before the kick comes out he does a tiger uppercut which cancels the lk. it has nothing to do with the fake kick. hope this helps

It's a 'kara' (or 'empty') Tiger Uppercut. Basically it means canceling the roundhouse into a move, like a Tiger Shot or a Tiger Uppercut like some other explained. Basically it allows Sagat punish things he normally wouldn't be able to punish because it gives him a lot of range.
