He was on the side of good, but Hannibal Beam manipulated him to drink the soup that would keep young and turned him evil. Ok, this happened in the first part of Time After Time which was devided into two episodes. This was after Old Jack had taken over the world and captured Wuya, Hannibal and Chase. Wuya was chained to a wall and dressed like one of Jack's cheerbots, Hannibal was in a cage with a sign that read "Musical Fruit" and chase was as you see him.
