Not so much as most of the signs have English translations (ex. subways). Taking the subway is the best way to go around the city. Also, if you get lost, the cops here are friendly and understand English. But it wont hurt to learn some of the basic Japanese words/phrases.
Cool vid dude, I would like to go there myself one day too, but is it hard to get around if you don't know the language there?
