The fact that there are 63 million Tamils in India is irrelevant. The tamils in tamil nadu are part of India, and therefore follow the foreign policy of India. India proscribed LTTE as a terrorist organization after the assassination of Rajiv Ghandi. So 63 millions tamils in India does not matter for the situation in Sri Lanka, because they follow the foreign policy of India. India has an anti-LTTE policy.
