Turning heel can make better for superstars regardless if they never been a heel or have.

Age and injuries have taken a toll on Rey, so he's not going to be as good as he was years ago, but he can still put on a good match with anyone on the roster when healthy enough. They are never going to turn him heel, because they know it will fail, despite what you think.
