Great game but it laggs a lot though...

If it laggs for you, you should overclock your graphics card. You just need to tweak some simple settings... Get the guide which tells you how to do it 100% free from tyreus {dot} net

You need to have a free Steam account using the Valve's Steam software client as It uses it's internal engine to run achievements and multiplayer. That means a net connection as well. Other than that as long as you meet the specs you'll be fine.

Depends on whether you prefer using Steam or Live as your Multi platform. The PC version requires you install steam and the multiplayer is prone to hackers. At the same time, the PC version looks better and has the advantage og mouser and keyboard controls. It's down to what you want out of it I suppose.

If you mean Frames Per Second, then at 1680x1050 I normally get around 70-80fps. I have had as low as 50 but then as high as 109 though. With FRAPS though the game really seems to decrease in performance. When doing this video I was pulling from as low as 22fps to a maximum of 40fps with an average of 30fps.
