The reason so many militant groups have thrived in Pakistan is that ISI has been fully infiltrated by sympathizers of the causes of the militants. So even when the leaders are trying to address the issue (which is not always the case) there are people spying for the militants within their organization.

Also remember that in the Afghan/Soviet war there was a lot of movement across that border by the mujahadeen who we of course funded through ISI.

I agree and also disagree with you. During cold war, ISI was handled over huge amounts of Cash & weapons. ISI didn't have any interest in Afganistan. ISI's interest was in India. ISI was recruiting Mujahidin to fight in India & Afganistan.CIA didn't care as long as Soviets were loosing in Afganistan.So ISI was not infiltrated, ISI became the worst enemy of civilized world, cuz religion got mixed political agenda.ISI is still protecting Osama and Dawood Ibrahim.

I don't believe that Pakistan is the core of ALL terrorism but it is a major problem there. The correct response to terrorism is law enforcement & attempting to provide a political avenue for grievances to be heard. So it's the job of the Pakistani police and civilian government. No army can stop terrorism, it's the wrong tool. So if the U.S. wants to impact terrorism they need to do it through intelligence gathering and making arrests, not bombing villages. They need to remove the root cause.
