She's Dr. Suzanna Gratia Hupp. Her testimony in this video took place some time after Oct. 16, 1991 (The day of the Luby's restaurant massacre that resulted in 23 deaths, including Dr. Hupp's parents, and many wounded) but before 1996 (when then-Texas governor George W. Bush signed a "shall-issue" gun law for permits required for carrying a concealed weapon/handgun).
This is a great example of the first amendment eloquently defending the second. When our so called lawmakers have the cheek to threaten these constitutional freedoms, they are overstepping the limited power we have granted them. They serve only at our pleasure and would do well to remember this.
