Is there any reason why a Democrat would not want a 49/51 dynamic? That's 51% poor and 49% working to support them? Why would you trust a Dem to not do everything in his power to achieve this ratio? They are guaranteed a vote. The Dem keeps handing out free stuff, the non contributer keeps voting for it because they don't have to pay for it and the contributers can't do anything about it, thus, the Dem keeps getting voted back in.
